U.S. Citizenship for Individuals Over the Age of 18
(If you have never been documented as a U.S. citizen)
You may have a claim to citizenship if you were born in the United States, or if you were born outside the United States or one of its outlying possessions to U.S. citizen parent(s) and your U.S. citizen parent(s) meets the physical presence requirement. Please consult the “Transmission Requirements Table” (PDF 368.55 KB). A derivative claim to U.S. citizenship depends on the existence of a legal and blood relationship between yourself and your U.S. citizen parent(s). Therefore, if you are an adopted child of your U.S. citizen parent, you do not acquire citizenship automatically upon adoption. However, you may be eligible for citizenship through naturalization, pursuant to the provisions of the Child Citizenship Act 2000. (Please refer to the U.S. Department of Homeland Security website or to the Department of State's Bureau of Consular Affairs website.)
If you are age 18 or above and have never been documented as a U.S. citizen by your parent(s), please print out our “Check List” (PDF 306.51 KB) and bring it to your appointment, signed and dated. You cannot apply for a passport without a scheduled appointment. Please check the appropriate box in front of each document that you bring with you. Many of the documents require you submit both an original and photocopies. If you do not bring photocopies as indicated, you will be charged one dollar for each page that needs to be copied. The documents should be placed in the same order as the checklist with the original on top of the copy. If you appear more than 30 minutes after the scheduled time, your appointment will be canceled and you will need to make a new appointment.
Scheduling an Appointment
Upon completion of all required documents, please schedule an online appointment through our online “Consular Calendar.” Your interview appointment time will be scheduled at 13:15 a.m. Please make sure that you have included a signed copy of the check list, together with all the required documentation, including originals and photocopies as explained. At the time of your appointment, our consular staff will enter the information in the system and will ask you to pay the application fee. After this you will await for an interview with the consul.
During the Interview
Depending on your circumstances, at the time of the interview the consular officer may require additional documents/evidence in order to adjudicate your application. For assistance you may consult Albanian and U.S. National Archives for early documentary evidence. By regulation you will have 90 days to submit the requested documentation or the case will be closed for insufficient evidence to establish U.S. citizenship of the applicant. Be reminded that the passport application fees are non-refundable.
